Renewables Compliance Specialist

Basic Function

HollyFrontier Corporation is seeking a Renewables Compliance Specialist to be based at our headquarters in Dallas, TX.  This role will support the management of the company’s reporting and compliance requirements with national, state and international renewable fuel programs with a particular focus on the Renewable Fuels Standard and various Low Carbon Fuels Programs. This position will work closely with another Renewables Compliance Specialist and the Environmental Health & Safety (EH&S) department in addition to the renewable fuels organization. 

Job Duties

  • Monitors compliance with current and future renewable regulatory requirements, primarily the Renewable Fuel Standard (RFS) and various Low Carbon Fuel Programs (LCFS). May be assigned to monitor either the RFS or the LCFS and report findings to manager to assist with overall compliance efforts.
  • Assists in developing and maintaining knowledge on evolving LCFS programs and compliance requirements. May be assigned responsibility for LCFS program or compliance.
  • Will provide information to consultants for RFS and LCFS program registrations and may assist in research or content creation related to completing LCFS pathway applications.
  • Assists with preparing and submitting required RFS and LCFS compliance reports.
  • May be assigned responsibility for one or more aspects in support of managing renewable fuel business internal and external audits.
  • May assist in providing support for annual third party LCFS verification and annual RFS attestation requirements.
  • May assist in monitoring the company’s LCFS and RFS credit and deficit position and assist with renewable credit trading team to help ensure compliance requirements are met.
  • May assist in, or be responsible for, producing periodic compliance position reports for RFS and LCFS credits/deficits.
  • May be assigned to track renewable fuel volume for one or more properties to ensure compliance with required standards.
  • Will assist with the management of International Sustainability & Carbon Certification (ISCC) and other similar requirements.  
  • Responsible for updating documentation related to regulatory fuels compliance procedures and requirements.
  • Will be responsible for maintaining documentation related to RIN Generation Protocol and LCFS and RFS Standard Operating Procedures.

Special assignments or tasks assigned to the employee by their supervisor, as determined from time to time in their sole and complete discretion

Experience

A minimum of five (5) to eight (8) years of industry and on-the-job experience is required.

Education Level

A minimum of a Bachelor’s Degree, data analytics, accounting and/or chemistry related degree or course work preferred.

Preferred Educational Level:

Master’s Degree.

Required Skills

Strong knowledge of EPA fuel regulation 40 CFR 1090. Advanced ability to provide analyses of the EPA RFS program. Experience with Renewable fuel production, preferably with renewable diesel. Strong working knowledge of compliance regulations that address RIN generators and renewable fuel production facilities, specifically registration, reporting and renewable fuel pathways. Strong working knowledge of EPA’s CDX and EMTS websites. Advanced working knowledge of various State LCFS programs such as California, Oregon, British Columbia. Ability to effectively communicate with others, both written and verbal communication. Advanced reading and writing skills, with the ability to perform complex mathematical calculations. Advanced working knowledge of Excel and various other Office programs.

Preferred Skills:

Familiarity with Laboratory Quality systems. Strong working knowledge of ASTM test methods. Ability to understand ASTM test methods that address quality control and statistics. Experience with Auditing and participation on audit teams. Familiarity with the Canada Clean Fuel Program. Familiarity and/or experience with fuels compliance, strong time management and organizational skills, general knowledge and understanding of OSHA regulations, with particular emphasis in Process Safety Management are preferred.

Work Conditions

Office and plant based with travel up to 10% of the time required by land and air. Petroleum refinery, warehouse/plant environment, out-of-doors environment including but not limited to chemicals, pressure vessels, tanks, and rotating equipment. Required to work in all temperatures including outdoors. Subject to varying road and weather conditions.
